There are seven people fishing now.

The number of fish each person catches decreases, and there won't be as many fish remaining in the bowl.

In reality, not all of the fish are harvested, which leads us to putting back some fish to represent this. Also, fish reproduce and that leads to more fish, which is also represented.

There is a limitation to the fishing that we have to do, which is why we have only 16 fish at a time.
